This tool rest will not store in the drawer of the sharpener without removing the screw. It works fine.
I believe the movement is due to much force being applied. I'm using this tool rest on my 8" Sheppach grinder for dressing up scraper blade edges. Its being used with the JET 708027 SWGJ-1 Side Wheel Grinding Jig. I have found that using moderate pressure and letting the wheel do its cutting you will not have any problems using this tool rest. Some complain that it moves on them even, if the locking screws are tight.
I have not tried scissors, but I think it would do well.If it moves on you, then you may be using it backwards. I use it for scrapers (lathe tools) and some knives that don't fit in the other jigs. Functions as designed. It works great for me. I use this jig for lots of sharpening tasks and I have no trouble with it. It will install in either direction, and if you get it backwards the leverage from the wheel might make it move. It is not meant to be a vise. Experiment with different bar positions and always try to mount the short side next to the wheel.
If you buy the scissor jig you get something similar but it's covered with a teflon like material. I like it better than the tool rest.
I bought this jig mainly to sharpen the edge of cabinet scraper as described in the DVD. It doesn't matter how tight I I turn the knob, applying a little pressure on the tool rest change its angle. This is the only jig that comes with the JET sharpener that I have tested and that just isn't worse it. This is just a waste of money.
